How can teenagers apply for educational grants for things such as laptops or books?

You can’t. All of those things are available through public schools. Since your parents have chosen to bypass public schooling, you are not entitled to such grants.

I’m not aware that these grants are available for home-schoolers, but I would definitely do some more research. First off, start with the home schooling board and find out what’s available. Also check this website for more information on grants:
