Will I be able to download my Flip videos at the computers on the Norwegian Pearl?

Sounds like what you need is a machine where you can access the USB port so you can copy your Flip video onto a HD. I think you’re out of luck on Pearl. Their internet center keeps the actual machines (and USB ports) hidden away. Here’s a photo of the internet center:
If you’re really nice to the internet center manager, he or she MIGHT be kind enough to let you do this on their computer, but I wouldn’t count on it.
Also, I assume your plan would be to copy onto a removable HD, not to upload. If you try to upload video, you’ll be in for a world of hurt — the speeds are really slow, and expensive (40c-75c a minute at essentially dial-up speeds).
Anyway, my recommendation would be to bring a laptop or get an external HD with a USB port. Wolverine makes a few that get good ratings:
